It is the same management.
Last November I was kindly invited in to photograph at the Silverball on the Asbury boardwalk, across from the Stone Pony. I was welcomed by Patty Barber, a former Grover, who is the Senior Vice President.
The Who insist on via their contract having pinball machines backstage . Ironically though no one plays them .. P.S. – There is another Silverball in Florida in Delray Beach .
