As with most kids who live essentially on the water, he is already an expert swimmer on the surface and beneath. And he is with a number of adults who are watching him with great interest.

Cute video, but Federal law requires kids under 13 to wear a lifejacket when the boat is underway, and most states have laws that mirror the Fed.
