BLOGFINGER CHALLENGES ANYONE TO UNDERSTAND WHAT WAS SAID DURING THIS EXCHANGE REGARDING THE NORTH END REDEVELOPMENT: (Exact language from the official minutes of the Committee meeting of June 11, 2018 as posted on the Township web site:)
Joan Venezia, 107 Mt. Hermon Way, recapped what she discussed at the last meeting. She stated she was under the impression that the Township Redevelopment Committee met with Ocean Grove and the North End Redevelopers but the Camp Meeting was not there and there are no intention to meet with the Camp Meeting. She stated the Mayor told her that the redeveloper lawyer gives out large applications to the developers.
Mayor Williams said that they call it a “pre-redevelopment agreement” and its been given to them and they’ve had it. It came back, we reviewed it and there were a couple of items missing on it. So they gave it back to them to work on.
Ms. Venezia questioned whether there was a deadline for them to get it back to them.
Mayor Williams stated they would like it back as soon as possible an as soon as they do they will meet again.
Ms. Venezia questioned whether they’ve received their financials & agreements.
Mr. Gadaleta stated they have not received the complete financial package and they do not have a copy of the lease agreement.
Ms. Venezia questioned what was the next step.
Mr. Gadaleta stated the next step would be to get the documents which will be reviewed by the redevelopment committee and the attorney. If there’s a comfort level there would be a discussion about appointing a conditional redeveloper for the site while the formal development agreement is negotiated.
Ms. Venezia questioned when would the Camp Meeting be released.
Mr. Gadaleta stated the Camp Meeting was not involved in the process. Mr. Anthony stated they were released years ago and have been for years. Ms. Venezia disagreed.
Editor’s note: The sloppy use of the English language by these Neptune officials is disgraceful and purposeful because all those “them’s and they’s” obscures the meaning of their statements. In addition there are terms used that require definition for understanding including “comfort level,” “pre-redevelopment agreement,” and “conditional redeveloper” —terms not found in Land Use Law.
Other terms needing definition include “formal redvelopment agreement,” “financials,” “releasing the Camp Meeting,” and “lease agreement”
And this sentence: “….documents which will be reviewed by the redevelopment committee and the attorney.” Which attorney are they referring to?
And, regarding “releasing the Camp Meeting,” and the statement that “they were released year ago and have been for years,” is undocumented.
In January, 2007, a Memo of Understanding says that WAVE and the CMA had signed a “Developer’s Agreement” which designates WAVE and the CMA as “Co-Redevelopers” for the North End Re-development Plan.
In June 2008, the Township passed a resolution designating WAVE and the CMA as Co-Redevelpers. We have never seen a subsequent Township Resolution that frees the CMA from that appointment.
The minutes of these meetings should be easily understood, with accurate words and plain English, by the citizens who want to know what’s going on.
