Ordinance no 15-27
An ordinance to amend volume 1, chapter XIII of the code of the Township of Neptune by Amending section 13-2 entitled “Removal of Snow and Ice”
Whereas, the Township Committee of Neptune believes that there is a need to modify the ordinance with regard to the removal of snow and ice from sidewalks in the township of Neptune.
Now therefore be it ordained by the Township[ Committee of the Township of Neptune, County of Monmouth and State of New Jersey, that the Township Committee hereby amend section 13-2 entitled, “Removal of Snow and Ice” as follows:
13-2 Removal of snow and ice
13-2.1 Responsibility for removal; time.
The owners and tenants of lands abutting or bordering upon the sidewalks of the public streets and highways in the township shall remove, or cause to be removed, from sidewalks in front of or bordering on their lands, all snow and ice within 12 hours of daylight after the same shall be formed or fallen thereon.
Any person violating this ordinance outside a school zone shall be fined $50.00 per day for each and every day the violation exists, for the first occurrence; $100.00 for each and every day the violation exists for a second occurrence; and $150.00 per day for each and every day the violation exists for a third occurrence; and $500.00 per day for each and every day the violation exists for all subsequent violations. The Court can also impose a period of community service not to exceed 90 days or any combination thereof.

$25 is a ripoff for my 17′ sidewalk (half lot). Perhaps there are some enterprising young residents in town who could start a business.
Hardware store in town will shovel sidewalks for something like $25. Ask in October to be put on their list. There are probably 6-7 times a season, on average you will need your sidewalk done. That’s $150-$175. There’s really no excuse for not getting it done. If you can’t maintain your home, please move.
Dr. Carol is right — but the problem is that many people do not fix their cracking and heaving sidewalks. In fact, I would argue that fully 1/3 of all sidewalks in OG are in bad shape and should be replaced or significantly repaired. It’s both a safety and a liability thing. We had ours replaced when we moved in and its really no big deal to get it done.
Hey Neptune Township — Please start writing tickets against those with poorly maintained/unsafe sidewalks. It would be revenue for NP and it will motivate homeowners to improve their properties and make OG safer and more visually appealing.
This will impose a significant burden on owners whose homes are not winterized and shut for the winter. How are we supposed to find someone that we know will perform the service to the town standards? I wonder how much it will cost me to ensure my 17′ sidewalk is kept clean. Unfortunately we face north, so I have no benefit of the sun to remove any snowflake that falls. (Most of my block are summer-only houses, so no one has ever complained in the past)
They sent me ordinance no 15-27, amending section 13-2 entitled “Removal of Snow and Ice.”
Under 13-2.2: Township may remove: “Deleted”
Under 13-2.3: Cost of removal by Township, lien against property: “Deleted”

Why no mention of the current ordinance, NO. 15 -27 prequirement that the snow and ice be removed or Township employees may do so and place a lien (which accrues interest until paid) for that cost against the property owner?
Sidewalks have always been the homeowner’s responsibility. If they crack and heave, the homeowner has to pay for the repair. I’m not saying it’s right, but that’s what it is.
But I don’t own the land.
Isn’t this the landlord’s job?
Can we fine the township for failing to remove the snow and ice from the streets? My poor little street is often bypassed for much longer than 12 hours and is never cleared to the street surface.
