In this instance there is no photo so as not to embarrass the person.   But the day is Sunday July 8, 2018–a grid lock beach day, church service and choir festival.

An individual with handicapped parking in front of their house did not use that space, but instead took up a regular space adjacent.  Later, when company arrives, the person slips back into the handicap space, and the company takes the saved space.

It’s the “handicap shuffle” and is, at least, unethical and, at worst, may be illegal.  (or ought to be.)

It is similar to the game played by people with driveways.
