In the earliest days of OG, people allowed dogs to run at large. In 1878, the OGCMA decreed that all dogs be muzzled. Those that were not could be “arrested,” “redeemed” by their owners, or destroyed. The earliest leash law seems to have been adopted in 1926.
The great fear of the time was rabies that became an increasing problem by the 1890s. This prompted some persons to put out poison for dogs. Rabies vaccinations were initially opposed by dog owners groups, but attitudes changed by the 1950s.
“A well-known, gentleman was passing over one of the footbridges to Asbury Park. A violent sneeze loosened his false teeth, which fell to the bridge. A little dog, whose mistress was also crossing the bridge seized the teeth and ran up Emory Street, pursued by the clergyman and the woman. After an exhausting chase they captured the canine and recovered the teeth. The latter were not injured.”—OGT 28 Apr. 1900
