As our readers know, the DEP has rejected the plans for an underground parking garage at the North End. We wrote about that on May 3, 2020. .
Here is a more detailed time-line as provided by the Department of Environmental Protection, Division of Land Use Regulation in Trenton.
What you see below was provided to Blogfinger on June 23, 2020.
“On March 19, 2020, the DEP received a CAFRA (Coastal Area Facilities Review Act) Individual Permit application and Flood Hazard Area Verification for the replacement of a five-story 40-room hotel, two multi-family buildings with 39 dwelling units, 10 detached single-family dwellings, a 7,353 square-foot retail space facing the boardwalk, 155 parking spaces (140 of which are covered by a podium deck,) and restoration of a waterfront promenade and recreation area.
“The DEP issued a Technical Deficiency Letter on April 15 and received a response on May 14. Another Deficiency Letter was issued May 28.
“The application remains pending, but is {currently} deficient.”
Blogfinger has received a copy of that May 28 “Deficiency Letter” which is addressed to OGNED, the OG North End Development, LLC. c/o Mr. Joel Brudner and Mr. William Gannon, 801 East Main Street, Belmar, NJ, 07719
You may remember these two OGNED guys who came to a Groaners’ meeting but refused to answer certain questions. This censorship was supported by the Groaners’ President Barbara Burns.
This May 28 Deficiency Letter is addressed “RE: CAFRA Individual Permit and FHA Verification File. The block is 101, Lots: 2,3,&4.”
That “Deficiency Letter ” is signed by Joslin C. Tamagno, Environmental Supervisor, ES4, Bureau of Urban Growth and Redevelopment, Division of Land Use Regulation.
Copies of the letter were sent to Neptune Township Clerk, Neptune Township Construction Official, and the Lomax Consulting Group.
The letter is quite revealing and indicates that OGNED’s problems with the DEP are about more than just the underground garage.
Much of the letter is technically dense, so I can’t explain all of it, but I do want to familiarize us with some of the topics mentioned that OGNED must deal with, so see the posts below. Note that letter requested a meeting “to discuss the requested items.”
It also requested “electronic copies of the requested revisions within thirty days of receipt of this letter.”
It also asked that “all site plans must be signed and sealed by a licensed professional engineer, architect, or land surveyor, as appropriate,and include a revision date.”
