I think that Grovers don’t like to call the police for this sort of “crime.” The burden for dealing with small crimes should not be on the citizens. For one thing, they know that the Neptune Police pay little attention to small crimes in the Grove.
Why should a citizen report this guy who parked carelessly? Maybe the folks would do more if the police set a better example.

We’ve got yellow zone infractions all over the North End thanks to the fair. . Haven’t seen one patrol car. Even have those people who park in the yellow zone, turn on flashers and disappear for hours like that makes it legal..
