APP front page today: Secret four year old report about the NTPD will finally be read by the Township Committee

This is Mayor Michael Brantley, one of a group of Democrat party officials who continue to dominate governance in Neptune Township, NJ.

The Turner Report was commissioned in 2013 to look into certain issues about the NTPD, including charges of sexual harassment brought by two female police officers and concerns about how a murder involving a Neptune policeman might have been prevented. But the report was never actually read or officially processed  by the Committee.  That is why the Township Clerk would not release it to the APP under the Public Records law.

Mayor Brantley said that the 2018 Township Committee would consider making the report public.  But first the new police committee will review it.  The report was kept secret from the public even thought the $27,000 cost of the inquiry was paid for by taxpayers.

The only reason why this subject is being mentioned on Blogfinger is that we have been reporting on irregularities at the Committee for years, mostly having to do with zoning issues and violations of State Municipal Land Use Law.

But this revelation speaks to the culture at that level of Neptune governance and the lack of transparency that we have been complaining about for a long time.

    Neptune Watcher: The majority of people here are lazy. They don’t go to Township meetings, don’t get off their butts to challenge the Committee on issues, don’t go out to vote, and don’t participate in free Township programs—- get the picture?

    So they’d rather just re-vote people in, instead of making change. Frustrating.

    Individual Policemen suffer the worst, being given portrait with a cruel, unfair, broad brush. But we count on the whistle-blowers, don’t we. Let’s help them.

    These State Policies also apply to the three attorney’s who are supposed to follow and enforce the State’s MLUL. But they don’t.

    These State Policies are supposed to apply to the Planner who is licensed by the State to bring a community’s zoning into conformity with law, but OG’s zoning is not in conformity with law.

    The County prosecutor is responsible to make sure that his attorneys follow the law, but this is not happening when it comes to the Attorney’s who are responsible for OG’s zoning.

    Ocean Grove’s zoning is in violation of law and in contempt of a court order.

    The attorneys for Neptune have used the dirty institution of segregation to deny OG residents the benefits of the law and the protection of the law or the protection using legal zoning.

    I have very little faith in either the County Prosecutor, the NJ Court system or the States laws, because I see the constant violation of those laws by attorneys who are supposed to use those laws to protect us; and that just isn’t being done.

    Doubting Thomas : I was not talking about individual policemen nor was I bashing them . Some are good & some are not . You or I can not generalize .

    What I was talking about was that internal affairs investigations are flawed and a folly . Re-read & re-think what I wrote .

    Hypocritical hogwash . County & prosecutors officers know each other . They are fellow law officers / agents / “brothers” . I do not for a moment believe they are unbiased .

    This is from the NJ State Policies and Procedures for Internal Affairs:

    “It is important for county and municipal law enforcement agencies to recognize that as they conduct internal affairs investigations, they do so under the general supervision of the Attorney General.”

    “County and municipal law enforcement agencies must also recognize that they conduct internal affairs investigations, particularly those investigations that involve allegations of criminal conduct, under the direct supervision of the county prosecutors.”

    “In addition, county and municipal law enforcement agencies must confer with and follow the instructions given by the county prosecutor at all critical points in the investigative process. This is particularly true when the agency is in the process of gathering evidence, including the taking of statements, concerning allegations of criminal conduct.”

    “Agencies that make a vigorous commitment to the internal affairs process signal their desire to comply to the highest standards of professionalism in law enforcement. In addition, they ensure that their officers will be accountable for their actions to both the agency and the community.”

    Neptune township Police Department internal affairs investigations are a big bad joke . It’s fellow police officers investigating their fellow police officers . Then they make the investigation confidential.

    These investigations should be conducted outside of department by unbiased persons . That is how a fair unprejudiced investigation & trial is done in the real world .
