News from the North End redevelopment zone continues to emerge, and Blogfinger will share it with you in small doses to help with the digestion.
The New Jersey Redevelopment and Housing Law says, “All agreements, from or between a municipality and to or with a redeveloper shall contain a covenant requiring that the owner shall construct only the uses established in the current redevelopment plan.” (Which is the NERP from 2008)
On June 5, 2015, Jennifer Krimko, attorney for WAVE, sent an email to Gene Anthony, attorney for Neptune Township regarding the “North End Redevelopment.”
In that email, she promised him a “mark up of the draft Redevelopment Agreement.”
At the Neptune Township Committee meeting on Monday, July 27, Jack Bredin went to the microphone and asked the Mayor if there was a Redevelopment Agreement for the North End.
The question was answered by Mr. Anthony who said, “No.” He also said that any Redevelopment Agreement would have to relate to the 2008 Plan, not to any subsequent unofficial revisions.
At a recent workshop meeting Committeeman Randy Bishop had introduced a new redevelopment plan that was prepared by WAVE. Mr. Anthony is correct regarding a contract for the new plan, because there never was a signed agreement for the Committee’s 2008 plan.
The Committee cannot amend a non-existing agreement and the Committee cannot sign a redeveloper’s agreement for WAVE’s proposed new plan without starting the whole process from the beginning.

I can not wait for the Atlantic to get rid of that white whale building. Just when is that building and that eyesore ex-casino next to it coming down? Asbury and the Grove should see one another without any useless structures in view.
Editor’s note: The white whale is missing from the latest purchase agreement because it is privately owned. The latest unofficial plan calls for condos, stores,and catering hall in that 2 1/2 story building.
The developers of A. Park have future plans for the Casino, but it is far from the top of their list. In the NERP there is talk of a transition element, i.e. something like a monument to demarcate where the two towns meet, but we don’t know if that is still in the plan. Any developer who will be doing the developing according to the NERP 2008 will have to include such an element. ——Paul
I don’t see any path to move the 2008 plan forward, and WAVE has presented no criteria to support the new 2015 plan.
