   Interesting question — can the fishing pier be rebuilt with public money but then have the best 25% of it locked away for only private club members exclusive use?

   At a minimum, I hope the fishing club has a much more Victorian look than it had. But I would — and this is iconoclastic — prefer that the end of the pier be a beautiful Victorian gazebo open to all (no fishing club). Why should the best part of the pier be off limits to most people? Especially, if the pier is being restored with public money.
