It isn’t easy. Going to the Township’s website and typing “master plan” in the search field doesn’t work.
Here is something that does work:
1) Go to the Neptune website: Here.
2) Toward the bottom of the blue column on the left side of the home page, find the item labeled “Public Hearing on the Master Plan.” Click on that.
3) You arrive at a legal notice. In the second paragraph, click on the highlighted link and you will arrive at the “Land Use” page.
4) Scroll down to “Draft Elements of the Master Plan” and look to the right of that headline for the headline “Township of Neptune Comprehensive Master Plan (Draft).”
5) Where it says “Click here for the 216 page document,” click and — voila!– you are there.
6) Well, almost. You still have to either save the file to your computer or open it with Adobe Reader or some other program.
After you’ve found the document you’ll want to go to page 11, which is where the Land Use Element begins. That’s the section the Home Owners committee is concerned about (see their letter, posted above).
If you wish to read the section the HPC is concerned about, scroll down to the “Historic Preservation Element.” That is much deeper in the document, beginning at page 171. Warning: You may encounter a problem trying to read this section, because every time we’ve tried it the posting malfunctioned and the entire document became illegible. If this happens to you, do this:
7) Retrace your steps to “Draft Elements of the Master Plan.” Now look for a list of 10 bulleted links. Click on the one that says “Historic Preservation Element.” That should do it.
