Ocean Grove Historic Preservation Commission’s Resolution to the Neptune Township Planning Board

RESOLUTION

RESOLUTION OF THE NEPTUNE TOWNSHIP

           HISTORIC PRESERVATION COMMISSION

                       URGING THE NEPTUNE TOWNSHIP PLANNING

BOARD TO INCORPORATE THE PROPOSED

REVISIONS OFFERED BY THE COMMISSION

TO THE PROPOSED HISTORIC PRESERVATION

ELEMENT OF THE NEW MASTER PLAN

WHEREAS, the Neptune Township Historic Preservation Commission (hereinafter “Commission”) was established to review and consider applications for exterior renovations, modifications and construction within Ocean Grove; and

WHEREAS, Ocean Grove appears on the National Registry and is designated a National Historic District based upon certain characteristics unique to Ocean Grove; and

 

WHEREAS,, the Commission is charged with preserving the status of Ocean Grove as a National Historic District by insuring that all development conforms to standards which support and enhance  the recognized characteristics unique to Ocean Grove; and

WHEREAS, the Commission is aware that the Neptune Township Planning Board is in the process of reviewing the Master Plan for the Township of Neptune which includes an Historic Preservation Element which relates to Ocean Grove; and

WHEREAS, the Commission has reviewed the initial draft of the Historic Preservation Element forwarded by the Planning Board and has certain proposed corrections, modifications and additions to the proposed Historic Preservation Element; and

WHEREAS, the Commission strongly believes that Historic Preservation Element should accurately reflect the history of Ocean Grove including those characteristics of Ocean Grove which contributed to the designation of Ocean Grove as a National Historic District; and

WHEREAS, the Commission believes that the initial draft of the Historic Preservation Element fails to adequately incorporate the defining characteristics of Ocean Grove which contributed to its designation as a National Historic District including the seashore vernacular design, flare area setback, recreational and park configuration and the grid pattern incorporated in the design of Ocean Grove; and

WHEREAS, the Commission will forward proposed modifications and revisions to the proposed Historic Preservation Element to the Planning Board for their review and consideration.

NOW, THEREFORE, be and it is Hereby Resolved by the Neptune Township Historic Preservation Commission as follows:

  1. The Commission hereby forwards to the Neptune Township Planning Board proposed revisions to the Historic Preservation Element of the proposed new Master Plan for the Township of Neptune.
  1. The Commission strongly urges the Planning Board to adopt the proposed revisions. In particular, the Commission strongly supports revisions to the history of Ocean Grove and the identification of the characteristics of Ocean Grove which led to the designation of Ocean Grove as a National Historic District. These characteristics or features found in Ocean Grove include the seashore vernacular style, flare area setback, park and recreation configuration and grid pattern

  1. Copies of the within Resolution shall be forwarded to the Chairman, Neptune Township Planning Board, Township Clerk, Land Use Administrator and Municipal Planner
