Very observant Quickster. Most dogs on the beach this time of year are off the leash. The NTPD do not enforce leash laws on or off the beach in OG. Most dog owners are very careful with their dogs. How can they let them into the water unless they are off the leash?
… aren’t all but one of these dogs pictured off their leash? Is that really legal in Neptune?
