Both Interlaken and Ocean Township are zoned single family and each include a greater lot size requirement than is required for Ocean Grove.

That is the difference between Ocean Township, Interlaken and Neptune. The other two have enacted zoning to protect the residents, while Neptune has enacted and continues to violate zoning law to violate the community of Ocean Grove.
