This photograph was taken in January 1995. I happened to be in DC during the week when the new (104th) Congress took over on Jan 3. The Republicans had big mid-term election gains. They brought their “Contract With America” with them. Bill Clinton was President.
It was a bleak day, and I recall wondering what that might portend.
Now, January 3, 2017, the 115th Congress begins, and it will be in place until January 3, 2019, again dominated by Republicans. There will be 100 senators and 435 representatives plus 6 non-voting members. It will also rain on Jan. 3, 2017.
Photographers pay careful attention to light, and bad weather often causes light to be especially beautiful. Those are the times to go out and “shoot”, but ironically, most people who have cameras prefer sunny days.
