If you actually read your card, you undoubtedly could not figure out how the 2016 tax assessment was established now and why the date mailed says 2015. In addition, you probably wondered about the 2015 tax bill, since that won’t be available until July 2015.
So I contacted our tax assessor Bernard Haney, and this is his email reply (Dec. 12, 2014:)

“The cards received yesterday had erroneous dates on them. They are in fact the 2015 assessment & the 2014 taxes.

BELOW IS THE CORRECTED VERSION: (which arrived at our house Dec. 12, 2014). It should have said “corrected version”so the recipient could realize why he is receiving another card that looks just like the last one.

The real factor in higher values is what people are willing to pay for a home near the beach—–yes most over-pay. This affects the values, so I apologize if I totally blame real estate agents; I should not single them out.
I wouldn’t mind higher taxes if I thought that the Grove was getting something more for it. But the reality is, if our taxes go up, relative to last year, then that means the rest of Neptune Twp’s taxes are lower.
Who among us want to further subsidize Neptune Twp? Wouldn’t send my kids to school there. Don’t even want to cross Rt 71.
Real estate agents sold so many homes above market value; for instance, 65 Clark sold for $845,000—- 2015 assessment is $624,000; and 66 Cookman sold for $810,00—–2015 assessment is $744,900.
11 pitman sold for $1,250,000. 2015 value is only $1,167,600 at 100%. This sale kills the neighborhood in 2015 value. 7 homes in Ocean Grove sold for over 1,000,000 in 2014.
72 Cookman: $780,000 sale price—-2015 assessment is $583,000. Or 82 Cookman whichsold for $840,000. 2015 market values $790,000. How about them apples.
Who is to blame for the high values? Certainly not the Township; value is based on sales in your neighborhood–market value.
So ask yourself if the real estate agents are to blame. Yes—-they are a major factor in the higher values.
You can also see your cards and your neighbor’s up on the Monmouth county web site. Go to http://oprs.co.monmouth.nj.us/ then select Tax Board and then Computer Data. Easiest way to search is by block, but you’ll need to know your new block number. Otherwise, enter your address, but you may have to try different variations of spellings for street, avenue, etc.

You MUST get a copy of your property record card from the assessor’s office and review everything on it. I have found at least 4 errors on mine that Mr. Haney and his assistant have been willing to correct without dealing with the incompetent appraisal company. (I am lucky, as I had a copy from last year, as I had to correct a few things).
I suddenly had a jacuzzi and modern kitchen & bathroom, which indicate under 10 years old. I noted there have been no permits pulled for these, so why the change?
Also check the square footage. These may seem like little things, but I’ve alresdy had my assessment reduced $12,000 and beleive there is more to go. It all adds up.
You can also check the Monmouth assessor’s website to see how you compare with your neighbors. I learned the hard way that this is important. After owning our first house in NJ over 5 years, I looked up the valuation and was shocked to see that our assessment was well in excess of our neighbors, ever though they had larger houses. A quick review of the card with the assessor found a few incorrect ratios and our taxes suddenly went down over $1,000. We could only go back 2 years in relief.

Mike: No. Tax rates are not discussed. The card tells you your 2015 assessment, which was recently completed this year throughout Neptune, and which is supposed to show the 100% valuation of your home. The card calls that the “2015 assessment.”
Your tax for 2015 won’t be known until the middle of the year (2015) when all the budgets (eg County, Schools, etc) are submitted, and a tax rate is determined.
The card also tells you what your property taxes are for 2014.
So do these cards represent our new tax rate based on the recent reassessment?
